(By Lin Yi-Qing, Military News Agency, March 25, 2014, TAITUNG & TAICHUNG) General Li Xiang-Zhou, Vice Minister of Defense, today explored the camp reconstruction project and indicated cadres at all levels shall let soldiers feel comfortable and are willing to stay in service for a long time. Not only with human-based, professional management and training, but also provide soldiers with high quality, comfortable living environment. With perspective, macro-thinking and overall planning to reconstruct the camp facilities, thus to improve soldiers living quality, maintain team morale in order to facilitate the mercenary system promotion.

Vice Minister Li first inspected and listened to the reconstruction briefing about Taitung Army Command Camp in the morning. During the exploration at camp, he stressed that the State barracks changed to Foundation mainly to improve the living facilities, to care for subordinates. Each unit shall control the reconstruction budget and schedule. The overall construction project shall in accordance with zone, careful planning to improve the camp living quality so that the soldiers can have a comfortable living environment besides concentrate on combat training.

In addition, while Vice Minister Li inspected the reconstruction project in Taichung camp, he indicated that the project should combine with mercenary system to promote the living quality of soldiers by including the living area, training area and logistic operation area into the construction work. It should consider future troops operation to conform to the combat training effectiveness, achieve troop’s combat capability and further to push the efficiency of mercenary policy forward.

Vice Minister Li said that the camps restructured design must keep up with the times to fit with the organizational planning. Under the effective integration of Armaments Bureau to develop the budget and funds to the maximum, to exactly implement the good intentions of Defense Department “Concern for basic level, take care of soldiers”.

During the period of the comprehensive discussion, the related units of Defense Department explained the camp reconstruction planning research and audit opinion for units’ revision reference. The Vice Minister Li instructed that from the construction project planning, open bidding, construction, acceptance to the troops, the concept of confidentiality should be established as a positive control to prevent people spying on military intelligence, accurate dimension forces combat capability and safety of lean.
