(By Tsai Zong-Heng, Military News Agency, April 1, 2014, TAIPEI)General Li Xiang-Zhou, Deputy Secretary of MND, today indicated that military investment shall link up with the project management of project operations, procurement strategy, and project execution and performance acceptance.In order to ensure the equipment quality and can obtained as scheduled, it shall reinforce the Risk Control, Progress Control and Supervision to reach the target.

“National Military Investment Project Operation Requirement” workshop was held at Taipei Water Camp in the morning.It called an assembly of various services Command to handle operational requirements, department classification, investment program and personnel related to this investment project must be participated.There also arranged special reports on “National Military Investment Project Operation Requirement Amendments”, “2013 Investment Project Review and Discussion” to build consensus for enhancing operational efficiency.

Deputy Secretary Li said during his speech, this workshop was focus on the implementation and operation principles of interpretation of existing provisions enacted amendments required to build the operational requirements.For lack of operating modes and review the implementation to make participants fully understanding, effectively improve this project’s quality and efficiency to reach troops renovation target.

Deputy Secretary Li pointed out the differences between leader and boss.The characteristic of leader speaks frankly, with open-minded and lead everyone forward, but boss let the employees do by themselves.He encouraged all to be a leader tocarefully review the projects from the past, continue to explore ways to perfect the system.Every takes their own role but to solve problems together, to be united as the combat preparedness for building a solid foundation.

Deputy Secretary Li further pointed out that CSIST will be officially transform into Administrative Corporation which can leading-in enterprise management mode of more professionalism, greater flexibility and better efficiency to activate the original R&D organizations for enhancing the operation performance.

Deputy Secretary also cited a book of "Pumpkin Plan" as an example.There was a village with excellent soil where everyone plant pumpkins.Later, because of too much competitions caused slow-selling, brought a strong impact on the industry.But there was farmer change his methods to moderate lower density, so that nutrients can be absorbed.His pumpkins are so much bigger than the others and put a few in front of farmland for people taking pictures.Gradually, he became famous.People only buy his pumpkins later.Deputy Secretary Li stressed that colleagues of military investment projects, should be ready to examine task execution priorities, work in progress, growing with wisdom and achievements to let the arms function more perfect.
